Always apply any modifiers to a characters speed before adjusting the characters speed based on armor or encumbrance, and remember that multiple bonuses of the same type to a characters speed dont stack. You can use concealment to make a Stealth check. If your target does not avoid you, make a combat maneuver check as normal. In doing so, they provoke an attack of opportunity, because your whip has reach.
